Outcome of the VI International Technological Forum “Innovations. Technologies. Manufacture”

April 17, 2019, Rybinsk. – The VI International Technological Forum “Innovations. Technologies. Manufacture” (ITF-2019) came to an end on April 17. The event was attended by over 1300 representatives of RF regions, state-owned corporations, holding companies, high-technology enterprises, scientific and educational organizations, development institutes, small innovation firms and startups. The main subject of the discussions was “Federated Factories of the Future in National Projects”.

Among the honoured guests and key participants of the Forum there was Mikhail Nassibulin, temporary acting director of the Department of Coordination and Implementation of Digital Economy Projects, Ministry of Digital Development, Communication and Mass Media of the Russian Federation; Vladimir Kniaginin, vice-president of Saint-Petersburg; Maksim Avdeev, a deputy chairman of the Government of the Yaroslavl Region; Aleksandr Kashirin, a deputy chairman of the Scientific and Technical Council, Rostec State Corporation; Dmitry Markovich, an academic secretary of Siberian branch of the Russian Academy of Sciences, director of Kutateladze Institute of Thermophysics; Aleksey Borovkov, leader and co-manager of  the TechNet workgroup, NTI (National Technology Initiative), pro-rector for advanced technologies of Peter the Great St.Petersburg Polytechnic University; Nikolay Krioni, rector of Ufa State Aviation Technical University, Aleksandr Russakov, rector of Yaroslavl State University, Elena Stepanova, acting rector of Yaroslavl State Technical University, Vladimir Kamakin, acting rector of RSATU (Rybinsk State Aviation Technology University), Aleksandr Fertman, science director of the Skolkovo Foundation, and many others.

In May 2018, by the RF President’s order, the Government of the RF in cooperation with the administration of regions worked out national projects for the principle lines of social and economic development. The Forum participants managed to assess possibilities and outline development paths in order to obtain the maximum synergistic effect from the cooperation of the three key players in each region: authorities, universities and production.

Mikhail Nassibulin, temporary acting director of the Department of Coordination and Implementation of Digital Economy Projects, Ministry of Digital Development, Communication and Mass Media of the Russian Federation: “The national programme “Digital Economy” incorporates the support of regional projects aimed at introducing digital technologies. It is of paramount importance to arrange forums like this, to discuss what potential, what strong points exist, which regions, which companies digital technologies should be introduced in, where they would have the greatest effect for the country and for regions first of all. It is crucial for us that new jobs should be created in regions thanks to allocated funds, companies should take pains to improve their products on the basis of data handling. It is essential to hold such events involving a wide range of experts, representatives of business, higher education institutions, scientific organizations and ministries for us all to be able to frame a common concept that will be represented by regional enterprises as applicants for subsidies, and this, as a whole, will facilitate business development in a region.”

One of the main Forum events was UEC’s strategic session “Federated Factories of the Future in National Projects” where the holding and regional authorities presented their requests for the development of projects: “University-type Test Site”, “Production-type Test Site”, “Technical Career”, “Digital Platform of UEC”, “Corporate Accelerator of UEC”. All the projects are interlinked with national projects and programmes.

Yury Shmotin, deputy general director – general designer of UEC: “One of the primary objectives of the session for us was to remove barriers hampering the effective introduction of state-of-the-art critical technologies which are necessary to build gas-turbine engines. To my mind, the strategic session was a success. Not all the work groups prepared what we expected to see and someone may consider it to be a shortcoming but it is a serious advantage of this session since in the course of our discussions, our dialogue there were alternative opinions and they have to be thought over. Our task is to make sure that the teams set up during the session will continue working even after they return to their companies. UEC, higher education institutions and regions all certainly have funds to implement these projects and interest in the projects. The participation of a representative of the Digital Economy Ministry in the strategic session shows that this event is important and significant within the Russian Federation.”

UEC acted as the organizer of the sessions and round tables “Digital Factory. Digital Twins of Gas-Turbine Engines”, “Management of the Corporation’s Innovative Development”, “Staff for Digital Economy. Project “Technical Career”, “GTE Life Cycle Reliability Management”, “Hybrid Electric Engine”. On the platform of the forum there took place a UEC Chief Engineers Council dedicated to industrial model transformation, the digitalization and development of production systems.

The Forum program included the signing of a cooperation agreement between P.G.Demidov  Yaroslavl State University and Vympel Shipyard; a meeting of the NTI TechNet workgroup. A representative Czech delegation took an active part in the Forum, namely in the session “Strategic Vision of the Development of Cities in the Context of Digital Economy of the Future”.

Among the major technological sessions there were the following ones: “Digital production”, «New Solutions in Additive Manufacturing”,  “Information Security of a Large Industrial Enterprise in the Digital Era”, “Integration of Metal-Matrix and Сeramic-Matric Composite Materials into a Gas Turbine Engine”, “Manufacture of Thermoplastic and High-Temperature Polymer Composite GTE Parts”, “Development of New Materials on the Basis of Prediction of Properties and Structures”.

Meeting new challenges of our time and considering global trends, the Forum has been transformed, has become more practice-oriented and reached the federal level. The establishment of new connections provides a basis for the development of innovative activity and forms the output of the Forum.

Viktor Polyakov, deputy general director - managing director, UEC-Saturn: “The Forum is a working communication platform where relations with partners develop, new opportunities are formed and prioritized science-and-technology directions of state development are followed. The effectiveness and interest in the Forum are demonstrated by the high level of ITF attendees. These are, first of all, companies belonging to Rostec Satate Corporation and UEC. It is a powerful community of experts in industrial production and advanced technologies. Certain projects discussed during the previous conferences became the foundation of the technologies already utilized by Saturn today. Organizing the Forum, we seek to understand the development of technologies and demand for them on the horizon of 2030 and on. I appreciate the work done at ITF-2019. Thank you all!”

The organizers of ITF-2019 are the Government of the Yaroslavl Region, United Engine Corporation, UEC-Saturn (part of United Engine Corporation, a Rostec State Corporation company), the administration of Rybinsk City and the P.A. Soloviev Rybinsk State Aviation Technology University (RSATU).
